Only the latest stable release, and the latest test patch releases are supported, which is why when the test patch is updated, the previous one is usually removed.
There are some sites that cache older grsecurity patches, but I wouldn't recommend you use them, because if you encounter a problem you'll probably be asked to upgrade anyway. One such site I know of has quite a few old grsecurity patches, but doesn't have 2.6.22. It does have a 2.6.21.5 one:

I wouldn't recommend patching a vendor kernel with grsecurity, as you're going to run into patch conflicts.
