gradm acl default configuration question

hello, i made it to upgrade the stupid glibc and compiled gradm. now I executed gradm -E to enable the default configuration in /etc/grsec/acl but after doing that, i was not able to execute even 1 binary. I always got this for every binary:

root@MAINFRAME /# gradm -a
bash: /sbin/gradm: Too many open files

what can that be?
