fork bomb protection

i am using the 1.9.4 patch for kernel 2.4.18 and i am trying to stop fork bombs. i set the max forks total to 1 and max forks per sec to 1 and i set my user to the GID 1005 and the fork bomb still crashes the system. how can i make this so it wont crash the system. will upgrading to 1.9.5 do anything good? i tried that patch and it does not have fork bomb protection. if there is a certain way to apply the 1.9.5 patch tell me. any solutions?
