1st question, I cannot find the link of grsecurity linux-2.6.16.60-0.87.1 for downloading.

we don't create or maintain patches for vendor kernels unless someone sponsors such work. that said, the 2.6.16 codebase is way too old for such a backport.

2nd question,How to install grsecurity SUSE Linux Enterprise Server 10 SP4?.

if you don't need the vendor provided kernel then you can just follow any of the online resources that describe how to compile and install kernel.org kernels, grsecurity patches apply to them cleanly. the current supported kernel versions are the 3.2 series (3.2.55 at the moment) and the 3.13 series (3.13.5 at the moment).
