iptables + grsecurity

when i'm going to patch the iptables patch i'm getting this:

$ patch -p1 < grsecurity-2.2.0-iptables.patch
patching file extensions/libxt_gradm.c
patching file extensions/libxt_gradm.man
The next patch would create the file include/linux/netfilter/xt_gradm.h,
which already exists!  Assume -R? [n]

is this normal?
is the patch applied?

also is there a way to make iptables work without the patch?
