limiting users using acl

Hi i'm planing to open a shell business. I created u1bg, u2bg, u3bg, u4bg group. That means u1bg group has 1 process, u2bg has 2 processes ...
How can limit users processes using acl? Also i want to know how to limit users cpu usage because i don't want them to eat up all cpu. I want to know how to restirct their hdd usage (quota) to 20mb as well. If anyone can help I'll be pleased. Thanks.

man limits
man pam
man quota

This is not really a grsecurity thing, grsec only enforces the limits (execve_limiting). The acls are used for restricting the use of files and/or directories, and capabilities.

If you are thinking about starting business it might be a good idea to RTFM first, or hire someone that is capable of doing so.
