acl for php

Hi folks!
My webserver runs php as cgi.
I want that grsec check if the /usr/bin/php only access to the same files as the user owned.
-> same as suexec does I know....
Are they any ways to do it with grsec?
I have about ~500 vhosts and ~500 linuxusers.
I dont want to add every single user by hand in the acl.
Have anybody an idea?
