Resource overstepping

Redhat 7.3 2.4.21 kernel - newest grsecurity-1.9.10
No acl's.
How do I solve this issue:-
Jun 16 00:14:03 server1 kernel: grsec: signal 11 sent to (php:14382) UID(32004) EUID(32004), parent (sh:3750) UID(32004) EUID(32004)
Jun 16 00:14:03 server1 kernel: grsec: attempted resource overstep by requesting 4096 for RLIMIT_CORE against limit 0 by (php:14382) UID(32004) EUID(32004), parent (sh:3750) UID(32004) EUID(32004)
How do I raise that, is it causing php or whatever process is trying create the core file to be halted? Is this a good thing, 0 core files.. questions questions
Setting in /etc/security/limits.conf -
* soft core 9092
(set like that to see if I could get rid of the errors.)
I'm probably missing something here, anyone help?
