grsec permisions

I have instaled grsec on my system, unfortunetly i don`t know how to do one thing, i also have installed webmin... and if i want to add an user this error apears :

You enabled the ACL mode? Did you make appropriate ACL? Seems that you just enabled ACL mode without reading the appropriate documentation. Now go read it.
