gradm -E gives "Error copying to structures in kernel&q

Hello,
I have problem with grsecurity 1.9.14 and gradm, kernel 2.4.25. While trying to turn on ACL system via gradm -E I'm getting "error copying to stuctures in kernel" I've found in sources that gradm opens the file /proc/sys/kernel/grsecurity/acl successfully, but it failes during writing to it.
What's more: the command cat "1" > /proc/sys/kernel/grsecurity/acl also fails with the message "Operation not permitted"
