authentication/authorization in kernel space

Why not have /etc/passwd /etc/shadow /etc/group etc. in kernel space in this patch? Are the network security layers still dependant upon the filesystem security to be worthwhile?

Just a question after a much heated discussion on irc about the linux kernel security in general
